In reply to Your Excellency's letter No. 11 of the 11th. instant regarding the proposed acquirement of certain land in the New Territories for Admiralty purposes, I have the honour to in form you that this Government cannot secure for the Admiralty the right or privilege of pre-emption. All that could be done would be to compulsorily resume the land under Section 4 of Ordinance 27 of 1901,

the New Territories Land Court Amendment Ordinance. Before this step could be taken, however, the Admiralty would have to come to some determination as to their exact requirements. If they decide to acquire the whole of the area shewn in the map transmitted under cover of your Confidential letter of the 8th. ultimo, the Government would be pre- pared to consider the conditions upon which it would consent to part with such Crown Land as there may be within the area referred to. The Government would also be prepared to estimate the cost of the compul- sory resumption of such of the land as was found to be in private bands.
